OSCAR search can see submissions at Laurel and is usually capable of finding conflicts that are at Laurel if you are patient.  You should let a submitter know of it but remember it could be returned for another reason (like their kingdom didn't send in money or paperwork, the purpure printer ink has turned into hot pink, etc.) In that case the submitter would be clear of the returned item.  I let submitters make the decisions it they want to weigh the risks involved of the conflicting items being returned or registered before theirs is considered.  A safe policy is to go ahead and send the submission up anyway and withdraw it if the conflict gets registered.

If your submission is at Laurel you aren't worried about conflicts still in the hands of kingdom.  The first one at Laurel wins if conflict is the only consideration.  As far conflicting submissions arriving at Laurel at the same time then SCA membership is important as a tie breaker.  In the real world you are as likely to be in a fatal car crash going to an SCA event than get your submission returned for simultaneous conflict.
