I'm surprised neither of you mentioned the other reason a submission
might not cause conflict at submission time but still be returned by
Laurel for conflict ... another submission in the pipeline that can't
be seen at submission time, possibly even just "in the packet en route
to the kingdom submissions herald".

That item may be registered before your submission is considered by
Laurel and thus you may be in conflict with it!  Contrarywise, I can't
advise conflict checking against LoIs, because those items may yet be
returned for any number of reasons.

There's no 100% answer until the moment the LoAR with your item on it is issued.
