Why not?  If I'm at a consult table advising someone on a submission,
and three kingdoms over a submission is already on their internal
Letter that the consultation could conflict with, you may not know and
it will make it to Laurel ahead of your not-even-yet-submitted item.
(For what it's worth, not all kingdoms produce a publicly available
internal Letter.)

Maybe it's just me, that I'd rather tell someone up front that it's
not a perfect process and that we're not omniscient.
