[ANSTHRLD] New Eclipse Herald

[Star Principal Herald]

Please join me in welcoming Lady Elspeth de Stervlen to the office of 
Eclipse Herald (Central Regional).  She will be taking over the office 
effective October 1st from Lord Alric Morgannwgg.  I had two applicants 
for this office, both of whom had very good qualities for this office, 
and as in all such cases, it was a difficult choice to make.  I'd like 
to thank both of these individuals for applying and offering their 
service to the kingdom.

I would also like to thank Lord Alric for his service in the office for 
the past two years.  He was especially helpful to me in the central 
region, for which I am very grateful.
