[ANSTHRLD] a couple questions

Correct, BUT they are also supposed to report through the barony per Corpora (Daniel has already provided the citation).  I basically have taken that to mean they should copy the baronial officer on their reports so that the officer is knowledgeable of what is going on.  Now what should be done and what is done in practice by most officers is often entirely different.
