Unless things have changed...  A decision has been made and the write up of the LoAR is in process.  The actual decision will not be released until the final proofread LoAR is published.  It has happened and could happen again (so I understand) that a decision can be changed up until the final print and publish; so it is never released early.

Exposing my ignorance again

If a submission is listed in Laurel's tracker as "Decided, waiting for
proofreading", is that any indication of what the decision WAS? In
other words, is Laurel's DECISION being proofed before it is sent to
the submittor, and that could still be either one, or is the SUBMISSION
undergoing a final proofreading, implying it is perhaps not being sent
back to the submittor but being prepared for registered entry in the O&A?
