I remember many years ago (OK, not so many years ago for those of you who watched Ansteorran rock solidify from primal lava) a Stronghold named Falconridge.  The only event I ever attended there (based at Altus Air Force base near Lawton, OK - Eldern Hills) had a college decision meeting.  When I looked the group up in the Black Star prior to going, I remember seeing the name "Elder Hills" in parenthesis after the group name just as Cantons were represented at the time.  So, I don't know the administrative history but there seems to have been a long standing practice of placing Strongholds, etc. under baronial protectorship at least while they started.  I remember a College of Gnomen Vale (later a Canton of Gnomen Vale) which was shown as tied to Wiesenfeuer while a college.

If I had to guess, and that is all it is at this point, I would imagine that there was a decision in Kingdom at some point to make sure the smaller institutional groups had a relatively local noble resource (B&B) both for group support and to provide some court presence since the Crown cannot make every event.  That also would give the Crown a direct representative to the smaller groups rather than just a seneschalate presence.
