[ANSTHRLD] withdrawing a submission

Either I or Bordure (for submissions that have gone on to Laurel) can handle it. And truthfully, ever since the kingdom on-line commentary system has been in use, I have seen instances where the submitter has posted directly in the commentary that they are withdrawing the item or else the local herald has posted that the submitter is withdrawing.
