Yes, the default posture of a Scorpion is tergient in the SCA Glossary.
 
Consider versus "Checky sable and vert, a scorpion displayed queue forché Or."  (Josiah Scorpius, Device, Oct 79).
 
I see 1 CD for the field only.  Displayed and tergient are the same posture and a 2nd tail isn't worth a CD.  Pity.
 
In redesign be aware that Al-Barran has a (fieldless) Badge with a charged Or scorpion which your design is currently clear of.

Surprisingly it seems that it is clear.
