Yes.  They can be cited the same way that you would a normal book,
with the exception that it's also useful to include the URL.  If
the book is not one that's listed on Appendix H, be sure to include
a summary of the pages you're citing -- a lot of googlebooks which
are available in full view in the U.S. you can only get a snippet
view of if you're in Europe, and similarly a lot of googlebooks
which are available in snippet view in the U.S. you get *no* preview
of if you're in Europe.
