Oh.  There's no clear rule, buit there are some reasonable considerations.

While there is no precedence of groups below the the provincial level, there are important differences.  Shires are independent, and cantons are subordinate to baronies.  Either the canton banners should be with their baronies, but in a subordinate position, or the shires should come before the cantons.  (Going from canton status to shire status is usually considered a step up.)

But as I said, there is no clear rule, and other fair-minded and reasonable heralds could come up with a different, equally logical system.
