The baronial arms do not represent the populace; they represent the baron and/or baroness.  Using the arms where it is clearly representing them makes sense -- by their signature perhaps.  Using the baronial arms as a general design motif is a misuse of the arms.  That's why awards and orders should have badges.

Serena adds that real-world royal charters, letters patent, or instruments from royal offices at times have the royal arms in the initial letter, but that's because most of them start with the name of the monarch.
