I've had the impression that that refers to charged *on the field*,
but I cannot quickly find a precedent.

The defining precedent is the Nov 1992 cover letter, but the on-line
copy doesn't have the crucial example illustrations and the illos in
<http://heraldry.sca.org/laurel/precedents/bruce/bruce.html#fimbriation>
look mangled in my browser: I see the top half of Fig. A, all of
Fig. B, and none of Fig. C.  In Internet Exploder, I get a little more
of each, oddly enough.  CCing Shauna, Ragged Staff Herald, in case she
has a scan handy.
