This sounds like it's more of an Admin Handbook issue than a Rules for
Submission issue, and the stuff currently under discussion is the
Rules.  Palimpsest is accumulating other items that need discussion -
could someone (or someones) please email a summary of this to
palimpsest at heraldry.sca.org?

I'm at Pennsic and thus am very intermittently checking email - this
is likely to get lost if it doesn't go to my inbox (instead of my
heraldry lists folder).
