As far as I know, *wearing a tabard* of the arms of that person means
that you are speaking for that person.  In any other form of display,
it depends on the context.  Arms on a plate or a box means that this
plate belongs to the bearer.  On a banner hanging from a rafter in a
chapel, I'd ask whether it's the chapel for an order and the bearer is
a member.  On a standard on the field of banner, the guy holding it is
the banner-bearer for the lord and the lord is nearby.  On a tapestry
or in the margin of a page of a book, I'm certain that it either means
something or it means nothing.

I make this amplification because the question was not about wearing a
tabard, but marking a point by use of a banner.
