Actually this is the official blazon for Morocco which has a similar star 
without the ring from our own O&A.

Morocco --The following badge associated with this name was registered in 
December of 1994 (via Laurel):
Gules, a mullet voided and interlaced vert.

It would not be a mullet voided and I am unsure exactly how it would be 
blazoned.  A mullet voided would look like a larger mullet with a smaller mullet 
(colored as the field is) on top of it.  See this image as an example:
