You actually have a couple different questions in there.

1.  What happens with a person's name and device when they go inactive?

2.  What do people think of a process as you have outlined. (Since that is not what happens today)

I will address the first as that is easy to answer.  Nothing happens.  There is not currently any provision to automatically release devices if a person becomes inactive and has no desire to play.  Nor if that person dies for that matter.  They are currently protected forever.  The death part is the purpose of a heraldic will and it requires the submitter to take an active role and decide the disposition of their registered items upon death.  Releasing their items handles to former but again requires and active role and desire to do so.

As for the second question, that is a little trickier and I will leave it to others with more time to respond to answer at the moment. :-D
