I don't know if it's a legal contract or not, but someone may still have many prized possessions with their device on it whether they go to events or not.  If they decide to return and find they can't wear or use their SCA items at SCA events, that could be a major problem.  And determining who's important enough to protect their device and who isn't important enough?  If anything could cause a split, that could.
 
Another factor in addition to determining who in file cabinet after file cabinet is active or not: imagine a Mary E. Smith was very active in Ansteorra.  She gets married, moves to Outlands, is no longer active in the SCA, and starts going by the name Elizabeth Bronowski.  Later she returns to the SCA and no one knows she's the same person as Mary E. Smith.  So Mary E. Smith is considered inactive.

I've heard it said that the registration of arms in the SCA is a contract
between the individual and the Corporation to protect the registered arms.
Don't know if that is correct or not, but if so, then you get into the whole
confusing world of contract law.
