Conflict of an inactive persona.  no one has heard from in 20 years.  If you can't find someone that is 20 years out of play then it is conflict due to a non-player conflict.  the point is.  if the inactive person's device was considered inactive and therefore not an "ACTIVE" conflict.

So your "note of precision" is a moot point.  It is the topic at hand.

Excuse me for introducing a note of precision  Your device was not denied for 
hat reason.
Your *proposed* device was returned for conflicting with somebody else's.  
hat's the reason for the return, totally independent from that person's level 
f activity. 
Unfortunately, you can't locate the person you wished to conflict with, and 
herefore you cannot find out whether or not you might have gotten an exception 
o the rules.  But the return is for conflict, not for inactivity or 
nreachability.
