[ANSTHRLD] "Letter of permission to Conflict" Was Quarterly, a cross between four mullets ... pierced

What if you cannot locate or contact the owner, presumably because they are no longer active in the SCA?  Is there any provision to conflict in this case?  This is my case where the Device cleared Kingdom but was "kicked back" by Laurel for conflict.
