A nitpick: without a letter of permission, to clear a conflict you need

1. addition/removal of the primary charge group
    (Rules for Submission X.1)

2. *or* substantial change to the type of all primary charges in
    defined simple cases (RfS X.2).

4. *or* two CDs (RfS X.4)

If you clear conflict by any one of the three paths, they're clear.
