Lets try a better blazon.

As a field normally defines the borders of a cross, I believe you need to better define the cross. Couped gives it a limit to the size.
So:
Fieldless, on a cross couped quarterly argent and gules a mullet of eight points pierced sable. (Though this may lead a Scribe to make the mullet very small and keep it on the cross)

Fieldless, a cross couped quarterly argent and gules, overall a mullet of eight points pierced sable. (I don't like the second comma, we generally don't use one inside the blazon)

(We don't surmount)

> Blazon:
> Fieldless, a cross quarterly argent and gules, surmounted
> by a mullet of eight points pierced sable
