[ANSTHRLD] Confirming Ruling on Korean Names

Good evening, all.
 
I have a client that wishes to pass a Korean name. However, my research immediately came up with a ruling found in a  Laurel letter from 2007 (http://heraldry.sca.org/loar/2007/08/07-08lar.html see "Yang SuGyong") which states that there isn't sufficient evidence of contact between Europe and Korea before 1600 A.D. to allow for their submission. Is this ruling still in effect?
