The 2007 precedent still prohibits Korean names. You can still have a Korean persona you just can't register the name in Korean.

Your client may wish to look at a Chinese or Japanese name for registration purposes and research a Korean name for everyday use. The research I have so far on Korea suggests this was a practice during the many periods of rule of the Korean peninsula by China or Japan.
