[ANSTHRLD] Name conflicts

[Castellana Donea]

I know that we have to do conflict checks on names as well.  I am not sure what makes a name diffrence and what conflicts.  Would Keina Terricdoutter, conflict with Adena Terricdoutter... even if they are sisters?  Would a letter from Adena be needed to let her sister use the last name?
