I would say it is artistic license.  For instance, the picdic states that in the 
cases where the shape of the forepillar is specified, it is a matter of 
"instruction to the artist [with] no heraldic difference"  IMO this falls into 
the same category.

Here are two versions of the harp  One plain (A)  and one with celtic
knots on the body(B)
If I want to include the celtic knots, is that considered artistic
license or does that require special wording

I plan to use the badge with the knots if allowable, however if
somebody else makes a plain green harp then that's fine.
