No conflicts observed for "(Fieldless) On a mullet quarterly argent and gules a roundel sable."
 
No armory registered of the form "a mullet quarterly argent and gules", so everything gets 2 CD's for tincture change to the field and the primary charge with one exception -- tinctureless armory per RfS X.4d ["... Tinctureless armory may not count difference for tincture of charges; the Fieldless Difference will count for one change and the second change must come from a category that does not involve tincture."]
 
Seems clear versus "(Tinctureless) On a mullet a cross crosslet." (Astra Christiana Benedict, June 1982).  The 2nd CD must come from something other than tincture.  It can not be for the change from a sable roundel to a tinctureless cross crosslet in the caveat of RfS X.4j(ii-b) ["... the interior of a correctly drawn mullet of six points is too small ..."].  It can only be for the change to the primary from a mullet of eight points to a mullet of five points.

It's possible, but I doubt the CoA would register a blazon on the order of "(Fieldless) ... pierced [tincture] ..."  Piercing reveals the tincture of the layer beneath it.  By definition, there's no tincture beneath a charge on fieldless badge.  The reasoning is the same with fimbriation.  Fimbriation separates the charge from a field with poor contrast.
 
If (rather than the emblazon provided) a mullet charged with a mullet is what's desired, I'd suggest redrawing with a ratio from 5:4 (1/5 reduction) to 3:2 (1/3 reduction) between them.  That's the recommended visual weight range for a peripheral charge on a field.

What the proposed blazon is matters little, what's registered is the emblazon.
 
Knowing that it's fieldless, my conflict checks would be versus both "(Fieldless) On a mullet of eight points quarterly argent and gules a roundel sable" and "(Fieldless) A mullet of eight points quarterly argent and gules pierced".  As drawn I don't see a mullet on a mullet.  Being fieldless, I don't see fimbriation.

i know that most of you participate in the ACE commentary and or do kingdom level heraldry...
please tell me so i can start the paperwork. can i get this passed with the following blazon?
if not, please help me get it blazoned right so that i CAN submit it within a month or so
