I concur. To qualify as either fimbriation or a star upon which a rowel / pierced star lays, the black outline would have to be thicker, or conversely the quartered star AND piercing/gunstone/ogress/etc smaller. If that is important to you to connect with your device, you should draw it that way.

What the proposed blazon is matters little, what's registered is the emblazon.

nowing that it's fieldless, my conflict checks would be versus both 
(Fieldless) On a mullet of eight points quarterly argent and gules a roundel 
able" and "(Fieldless) A mullet of eight points quarterly argent and gules 
ierced".  As drawn I don't see a mullet on a mullet.  Being fieldless, I don't 
ee fimbriation.
