[ANSTHRLD] Permissions to conflict and heraldic wills?

I have gotten several sent directly to me and in that case, I review them to ensure they follow the correct form. If they do, then I put them in the next L.o.I. Other wise they will go to Asterisk for internal commentary. I send copies to Asterisk for the files if they go in the L.o.I.
