[ANSTHRLD] Fee for Augmentation of Arms

Achievements of arms don't require payment, maybe augmentations are similar. Or maybe augmentation fees are automatically paid by the Kingdom. It would be bad form for the King to say "Congratulations, you deserve an augmentation, now pony up to register it!" Or maybe since the augmentation is specified, usually based on another piece of heraldry, there is no need for designing, discussion, conflict check, etc it is just automatically added to the original registration.

The SCA requiring payment does not necessarily mean the submitter pays it.
 
The only mention of no-payment-required in Ansteorra's CoH Handbook http://heraldry.ansteorra.org/docs/COH_Admin_Handbook.pdf is a Branch's Primary Name and Device (Section X.H2).  Presumably it would require either (1) the approval of Ansteorra's Financial Committee for the fee to come out of the General Fund or (2) Star's approval for the fee to come out of the Herald's Office Fund.
 
Was it either of these who made the comment to the submitter?

Is there a fee charged for Augmentations of Arms?
They are not listed among the things which do not require payment of a fee
in the Administrative Handbook (
http://heraldry.sca.org/laurel/admin.html#IV.D), so I am inclined to think
the answer is "yes", but the client says she was told "no", so I want to
double-check.
