[ANSTHRLD] Fee for Augmentation of Arms

>From what I can see combing through archives, the kingdom / college
has NOT picked up the tab in the past for augmentations. For what it's
worth, there are very few circumstances where we do absorb the cost of
a submission for an individual.

If the recipient has any questions, she is free to contact me and we
can discuss it.
