[ANSTHRLD] Second Draft of Achievements Proposal Online

I  apologize.

I had based my earlier comments on this issue on the discussion I had
attended, without actually reading the proposal.  Having now read the
proposal I find that many of the questions I had were answered there.

Responses to my earlier post suggest that the issue of what you get and
when you get it is a bigger issue than I thought, though I still think that
not knowing they can have an achievement is probably the larger issue.
