[ANSTHRLD] Reasons for Kingdom Return

Found the Reason for the Fast-Track Return while looking at the submission history on ACE for the Sep 2009 submission http://ace.heraldry.ansteorra.org/letter/view/25#7  
 
"Gules, a pile wavy between two caltrops Or. Returned March 2008 because of old forms. And Gules, a pile wavy between two caltrops Or returned Sept 2006 for redraw of the pile. The point needs to come down a bit lower on the field, and the waves need to be more substantial"

Is there a way to find out the *reason* for a kingdom return?
I have a client who had his arms returned at kingdom three times
(9/06, 3/08, and 11/09), but he's out of town for the weekend and I want to
know why they were returned.
Is there a way to find this out?
