[ANSTHRLD] Second Draft of Achievements Proposal Online

I don't know whether I like to see achievements as being painted with
the same brush as an award.

The question seems not to be whether we make recognition easier to
earn, but rather, whether we need to adjust the requirements for
certain levels of heraldic display.

That being said, as I have an obvious role in the outcome of this
situation, I will likely remain fairly mute on the issue so as to
avoid creating a bias. I am however, very interested in all views, and
am monitoring this issue very closely.
