[ANSTHRLD] Discusssion about achievements

This announcement caught my by surprise.
I was not originally intending it to be discussed in detail at Warlord, and
the first draft of my proposal (which I had shared with Star, Zodiacus,
Sable Crane, and Tressure) is being revised to include their comments.
When the revision is complete I will let everyone know.
