"Quarterly azure and pean, on a lozenge Or a sheaf of three arrows azure." seems clear.
 
No sheaf of arrows under lozenge and the only one under vetu is "Azure, vetu, a sheaf of three arrows inverted argent." (Rannulf of Arrow's Keep, Device, Jun 1990).  Unlike gyronny, you can have poor-contrast tunctures in a quarterly field division.
