Every period (English Rolls) depiction I've seen for "an orle of X" places the charges almost touching the edge of the field.  IMO that has the visual impact of a bordure.

?  Maybe I'm too tired or grumpy, but I think "an orle of musical
notes" is not the same case as a bordure, and I'm not sure whether you
can have "an orle" within "an orle of whatnots", and I've not heard of
"a bordure of whatnots".
