OK, not quite Carte Blanche.  There are required tinctures.
Far more common in period, and thus encouraged style, than "Per ..., an X azure and a Y argent" are, for example,
(1) "Field, on an X azure a Y argent", (2) "Field, 1 [or 3] X, on a chief azure 1-3 [depending on the length/width of the tertiary charge] Y argent", and (3) "Field, on an ordinary between 3 X azure 1-5 [depending on the ordinary and length/width of the tertiary charge] Y argent." -- I haven't run across a statistical analysis, but charged fesses and chevrons seemed frequent, charged crosses and bends seemed common, and charged saltires and pales seemed infrequent in my perusals of Period Rolls.
(1) "(Fieldless) On a hand of Fatima azure a lotus blossom in profile argent" seems clear, including versus "(Fieldless) A hand in benediction azure" (Alan Fairfax, Badge, Apr 1998) for the fieldless bribe and addition of tertiary.
(2) "Argent, a hand of Fatima, on a chief azure 1-3 lotus blossoms in profile argent" seems clear, including versus "Argent, a sinister gauntlet aversant azure and on a chief gules three crosses of ermine spots argent" (Alwin of Nottinghill Coill, Device, Apr 1994) for changes to tincture of the chief and type of tertiary.  IMO _two_ lotus blossoms on the chief seems the most identifiable, but well draw _one_ or _three_ would probably still work.
(3) "Argent, on a fess, between three hands of Fatima azure, 1-3 lotus blossoms in profile argent" seems clear, including versus "Argent, on a fess azure a weasel and a cat passant respectant argent" (Layla al-Zarqa', Device, Aug 2012) for addition of the secondary charge group and change to type of tertiary charges.  Again, IMO, _two_ lotus blossoms on the fess seems the most identifiable, but well draw _one_ or _three_ would probably still work.

If Carte Blanche, then why reject the most common period pattern of "... an
X between 3 Y" ?or, like you Badge, "... on an X a Y"?

She still wanted a blue hand and a white lotus.    If the badge had been
made effectively identical to the device there would have been no real
reason to register both

The only way to have done that would have been to place. Three hands or
lotuses on a bordure which would change the primary charges and possibly
created a conflict.
