That's the English system. The SCA usage has not been consistent with it, since at least 1980.

The SCA heraldic ranks are, in order:
Sovereign of Arms
Principal Herald
Herald Extraordinary
Herald
Pursuivant
Pursuivant Extraordinary
[Cornet]

The Principal Herald can only give out the four ranks under her, of course.

Heralds Extraordinary are personal heraldic ranks, associated with no office. They include Countess Sara, Master Modius, Master Etienne, Mistress Emma, Master Da'ud, Mistress Adelicia, Mistress Aureliane, the Honorable Lord Anebairne, Mistress Clare, and a few others.

At present, Heralds rank is used almost exclusively for kingdom offices. As far as I know, Mistress Serena and I are only two members still active with personal rank on this level, left over from when it was occasionally given out in the 80s and 90s.

Pursuivants are usually the baronial heralds. There are very few exceptions. Duke Mahdi was named the Al-Something* Pursuivant when he became a member of the Militant Arm.

*Arabic for banana. Ask him why, if you dare.

The personal rank of Pursuivant Extraordinary was given out by test in the late 1980s, in order to further interest in heraldry. One of the few with this rank is Duchess Rowan, who was unofficially named the Iron Rose Pursuivant Extraordinary when she became a member of the Militant Arm. She was already a P.E. from the test.

I suspect that it's been ten years or more since anyone was given a personal rank other than Herald Extraordinary.
