[ANSTHRLD] Achievement Discussion at Round Table

I hope we can approach it straightforwardly this time. We are considering two issues:

1. A policy change: Should we change our approach to achievements from a reward form relatively high rank to a right most people have, at lower levels?

2. An implementation procedure: If so, is this proposal the best way to do so?

I'd like to discuss *whether* to change our long-held policy before discussing the specifics of how to do so.
