members of the principality were U.S. military on assignment in
Europe. Their assignment is over when the military gives them a
Permanent Change of Station (PCS). So when they get their PCS, the
principality gave them a PCS.]

 And, speaking as a member of the order from WAY back in the true
Principality days, I can say that they only 'changed the name' when
they went Kingdom. By that time the population was (VERY roughly) over
half 'native speakers', instead of 95% US military. The meaning of the
award - recognition of activity just before leaving - is still there.

 I was the Precedence Herald for Artemisia when we went Kingdom, and
we have gotten a few PCS holders since then. They get lumped with
those of us from earlier under 'below AoA non-precedential awards,
Kingdom level'.
