[ANSTHRLD] Broke website stuff

Greetings from your tardy Star,

In playing with the report form IF you pick any branch the form fails to
review,  BUT if the branch selected is "unlisted" (last option) then the
form sends the report directly to Star.  I suspect it is trying to do a
lookup for the appropriate regional to send to if a branch is listed.

Now I just have to decide how to handle the reports this time.
