  Because "in the past" people have left theirs out, filled with water, and they
became mosquito breeding grounds, as well as killed the grass.  Or so he says.
Personally I think he just wants to keep the kids under control, and if they
can't splash around in their own pool, and are to small for the big one, than
they have to stay indoors.  You should hear his rules on bikes and rollerblades.
But I digress.....
