I'm not sure about mugwort, but Lemon Balm does need frequent watering (weekly here).  I had it sprouting
throughout my yard this year (planted it  5 yr. ago and its gone wild) until the drought hit in Texas.
Most of the thriving stands of Lemon Balm withered and dried up.  Maybe it'll come back out now that the
tropical rains have begun.
