According  to Rodale's Illustrated Encyclopedia of Herbs, pennyroyal  was not
only used as an aid to digestion( usally in the form of tea) but also to
induce menstruation or cause abortion which should explain the warning against
use during pregnancy.  Rodale's also states that pennyroyal oil contains 85
to92 percent pulegone, a toxic chemical know to produce convulsions, coma &
death( these effects are form ingesting 1/2 teaspoon to 2 tablespoons of
undiluted pennyroyal oil).   It 
(Rodale's) further states that although the small amount of pennyroyal oil in
pennyroyal tea is probaly  not harmful, it is not as effective a digestive aid
as peppermint (which is considered perfectly safe).
