It is one of those herbal remedies still widely in use.  Most drugstores
carry it because it's used on teething infants.  
On the whole it tends to be warming as well as having numbing qualities.  I
should think as a scent it would work better in concert with some other
oils.  Something like sandalwood and nutmeg oil would be a pleasant
combination.  The best thing to do would be to mix it in a carrier oil
rather than applying directly to the skin though, unless you are looking
for that numbness in addition to scent.
