  That would be my GUESS.  As far as I know all mints including pennyroyal will cross pollinate and transfer their properties to other mints.  Also,  Since mints can be difficult to distinguish some times (pennyroyal is similar in taste to peppermint) an individual may think he's selecting one when it is the other.  
  This is an interesting point since physicians and others often prescribe, or recommend peppermint for infants.  The dose of pennyroyal which the infant may have received may be harmless to adults but given to an infant with immature liver, kidneys  and other organs, its smaller size etc. causes it to react more severely.
