I asked my Liege Lady, who is a Lady of the Rose in Caid, about restrictions 
on rose wreaths.  She said that there aren't Society wide sumptuary laws.  
Some Kingdoms do have sumptuary laws, but Caid doesn't, but that there are 
very strong traditions in some Kingdoms that carry the weight of  law.  
Strong Caidan tradition is a wreath of yellow roses and rosemary is placed on 
the head of the new Prince and Princess at the Crown Tournament.  In Caid, a 
yellow rose is the symbol for the Queen of Caid.  Other Kingdoms use other 
colors and/or symbols, so you have to check it out with your local Kingdom to 
find out the local sumptuary law or very strong tradition.

I'm not sure what the difference is between a wreath and a chaplet, but if 
they look similar that could be problemmatic if you used the same colors as a 
Queen in your respective Kingdom, unless of course you are a Queen :).

Some people have roses in their device, as well, so it's probably OK.  If you 
are getting married at an event, then check with the autocrat for the event 
and find out what the Queen's rose color is so that noone gets offended.
