... at least according to those who are reading that ruling on regalia,
which would be the Society College of Heralds. I'm going to check with the
current Laurel Queen of Arms staff, but the Laurel ruling looks sadly
clear on that point. When our kingdom Principal Herald pointed out the
ruling, we were all surprised too.
 
Now, since nobody knows about this ruling, it's probably pretty safe to
violate it. But apparently, yes, there are society-wide sumptuary rules if
the Laurel soveriegn is to be believed.
