Clue #1:  "...Last Year..."

Clue #2 (from previous posting): "...biennial..."

Seeds are produced the second year.  Dye is produced (best - undoubtedly
there is some in the 2nd year plants) in the first year.  Harvest what seed
you will, enough for 2 year's plantings if you wish this to be a regular
thing.  Plant half next year, make dye from those plants. Plant the other
half the following year, make dye from those plants.  Harvest seed (1
year's worth) from the first year's plants at the end of the second year.
And so forth.
